A patient may work with the public health department (what an interesting use of "public health") to get a card. They will need a physician (it says "attending physician, so I presume an FNP cannot do this) to attest to a medical need. We are perfectly permitted to do this in our roles, since we are not "prescribing" the marijuana ourselves.
